Other recommendations centred on the taxation of the estate and recommended that the jurisdiction on such taxes should apply to movable and immovable items belonging to the deceased and should be made with reference to the last habitual residence. The report also proffered the suggestion that a testator should be able to designate whether he wishes the law of his nationality or the law of his habitual residence to apply to his whole estate[11]. The report believes this might be achieved by having a uniform European Certificate of Inheritance and a Central Wills Register. It is anticipate d that these changes might well be implemented by 2007 following the green paper review issued by the Directorate General for Justice and Home Affairs of the EU Commission in 2005[12]. This would make the property settled property but could only be excluded from inheritance tax if the person placing the property into trust was domiciled outside the UK when the settlement was made. UK law allows a person to change their domicile by choice[27]. This can be achie ved by them changing their residence to a different place from their domicile at birth and can show that there is a clear and fixed intention to make this residence their permanent home. Evidence of this intention can be adduced from certain actions of the party concerned such as the purchase of a property in that country or the purchase of a burial plot[28]. When looking for the intention of the party concerned the immigration department will look for such evidence and may be swayed by a statutory declaration of that party in respect of their intention to remain domiciled in the new country. It is the responsibility of the person changing their domicile by choice to prove that this is their intention. The proof required is not the balance of probabilities test but that of proof beyond reasonable doubt. If this cannot be proved then the country of domicile would revert to the domicile of origin. If spouses are both domiciled in the UK then the transfer of capital between them dur ing their lifetime is exempt from inheritance tax. Where the person transferring the assets is domiciled in the UK but the spouse is domiciled elsewhere then any capital transferred may be subject to inheritance tax. If the transferor is domiciled outside the UK and the spouse is domiciled in the UK then there might be a full exemption to inheritance tax. Further difficulties could arise with cross border estates if the deceased had become insolvent before his death[29]. The Insolvency Act 1986 s336 entitles the spouse of the bankrupt to the matrimonial home irrespective of her spouseà ¢Ã¢â€š ¬Ã¢â€ž ¢s bankruptcy. This ruling only applies under UK law which means that the rules of bankruptcy in other countries could leave the spouse without a home as the whole estate might be subject to possession by the creditors. Some countries do not recognise the rights of the spouse to the matrimonial home[30]. Where the marital property is not in the country of domicile the rights of the s pouse might not be recognised automatically which could mean that the spouse could find herself without a home if the deceased is insolvent. Assets that are bought and sold in other countries can cause difficulties in the administration of cross border estates. In the UK tax is levied on property or assets held in a foreign country once those items are sold and the money reinvested back in the UK. Some people have been able to avoid the UK taxation system when buying property in other countries although very few are successful at doing this. The conclusion that can be drawn from the above is that cross border estates can cause an assortment of problems for the relatives of the deceased. The largest problem is in collecting all the assets of the estate together and in deciding which country will have jurisdiction for the collection of inheritance tax[31]. The difficulty with immovable and movable objects can cause further problems as some parts of the estate will be subject to inheritance tax in one jurisdiction whilst other items might be taxed in a different jurisdiction. Immovable items are always taxed in the country of origin which means that anyone considering buying an overseas property should look at the inheritance tax rules of that country before buying the property. Movable items are generally taxed according to the persons domicile or habitual residence[32]. There can be some instances where two countries can claim jurisdiction over the movable item. In these circumstances the court must decide which country should have jurisdiction. In assessing the assets of the deceased most countries adopt the principle of habitual residence, however in the UK the taxation rights are recognised with regard to the domicile of the deceased. As mentioned above the UK allows citizens to change their domicile of choice the effect of which would be that if the person were originally domiciled in the UK but adopted another country as his domicile of choice all the assets of his estate would be subject to the taxation laws of the newly domiciled country irrespective of any movable items that might still be held by the deceased in the UK. Spouses generally only obtain an automatic right to possession of the marital home if they are both domiciled within the UK or if the property was placed in trust for the spouse by the transferor whilst domiciled out of the UK. There is no unilateral recognition of wills in other countries and this can cause difficulties for executors who might not be recognised by other countries as having any title to the deceasedà ¢Ã¢â€š ¬Ã¢â€ž ¢s assets. The further difficulty with wills not being recognised unilaterally as mentioned above could mean that the wishes of the testator might not be adhered to and heirs the testator did not wish to receive anything from the estate might receive the bulk of the estate[33]. Babel Babel is a film that connects the stories of three families that suffer from extreme challenges due to their association or experience with one rifle. Babel opened in Morocco, where Abdullah, a goat farmer, bought a rifle from his neighbor. Abdullah purchased this rifle strictly for the purpose of preventing jackals from continuously killing his goats. After receiving the rifle, Abdullah allowed his sons Yuseff and Ahmed to take a turn practicing shooting the rifle. It was quickly revealed that Yuseff, the younger brother, was exceptionally skilled at aiming and shooting the rifle properly while Ahmed was not. Later that day Abdullah left his sons with the rifle and instructed them to kill any jackals. However, without any adult supervision, they both began playing around carelessly with the rifle, and continuously shot at multiple targets in the distance. Yuseff irresponsibly aimed the rifle at an American tour bus, and as the bus came to a slow halt the brothers realized that the b ullet actually did come into contact with the bus. 3.3 Effect of Bid Price Dispersion on Contracting (versus Contract Indecision) Due to the complex nature of IT services and the buyer’s lack of full knowledge of IT services, buyers in online labor markets face value uncertainty over how much to pay for an IT service in general (termed common value uncertainty) and how much to pay for the IT service from a particular freelancer (termed private value uncertainty). Because of the difficulty in assessing a freelancer’s true characteristics (e.g., skills, expertise, capacity, etc.), the buyer cannot precisely estimate the price of a particular freelancer for an IT service given his attributes (private value). Hence, the buyer is less uncertain to infer the common value as $80. In scenario (a), however, the three freelancers have very different bid prices, which makes a buyer more uncertain about the common value of the IT service ($80). We argue that the common value could serve as a practical benchmark to evaluate each freelancer’s bid price and infer how much more or less a buyer should pay a particular freelancer (to overcome private value uncertainty). Using our running example, in Scenario (a), the three bids’ prices ($40, $80, $120) are highly dispersed around the average of $80, and it will be very difficult for a buyer to evaluate any of these bids in terms of how much more or less she would need to pay a particular freelancer. Many debates have focused on the parents and their roles in their childrens everyday actions. Some people feel that a childs parent or immediate caregivers are not paying enough attention to what the child is being exposed to in terms of media. Cartoons, video games, movies, and television shows are becoming more violent everyday and people are blaming the media for intoxicating our childrens minds with hatred and gratuitous violence. However, television has allotted a new form of screening what children may or may not be effected by. They have done this by associating a rating system with the television shows that are to be aired on a certain channel. Theaters have an age system for people who want to see movies but are not quite old enough to handle the violence maturely. This works when children under the age of seventeen are not admitted into certain movies unless accompanied by an adult. This is effective but only when the theaters follow the rules and when parents who do accompany their children know which movie is acceptable for their children to see. These systems are effective for TV and movies but what about other forms of media violence such as the news, books, and video games? Video games seem to get increasingly violent and yet parents are still allowing their children to play them, and books are easy to come across as long as you have a library card or a few dollars. The violence in the news seems to be one form of brutality that will not be departing from our society until crime disappears all together. So the parents do have an effect on what their children are exposed to and they have a lot of control over most of the violence their children are witnessing. Lately, recent crime increases in white upper and middle-class parts of our nation have b rought focus to this media violence problem. Many people have stereotyped urban areas as criminally prosperous areas and have only focused on this problem when it began to happen in the areas of our nation where things were supposed to have a lower crime rate. Small towns in our country are beginning to have an increase in crime and many people believe it is due to the violence in the media. The shows that they watch and music they listen to, people are saying, causes them to act out the violence in school shootings and other violent acts such as vandalism and racism. Can the shows, video games and other sources really desensitize these kids and make them extremely violent? In the preceding argument, we said that the parents have much to do with their children and what they are exposed to. So then why are many children who have close and personal relationships with their parents turn to violence? Do we feel it is necessary to have a certain amount of violence in our television shows, our movies, video games, books, and other places? We do thousands of handwriting exercises for having a good penmanship. We learn tons of grammatical rules, although this does not ensure that we will be good writers, due to the fact that our introduction to writing is planned and structured the experience is not delightful at the start. As soon we put aside the perfectionism, the hard rules of writing and all the things that make us feel insecure about it; we will be free to express ourselves. I recall once I was trying to figure out how to start my first short story. Id never written a story before, as a nine year-old girl, I have enjoyed telling stories for years, but writing one was something totally different for me. I was nervous and insecure about it. In that moment I thought that my writing skills were not enough. This was too much pressure for a little girl. When I finished the story, I still felt like it was not good enough; but to my surprise 3 weeks later I knew that my story was chosen to be published in a compilation with the other stories that the company had chosen. I honestly did not expect it, but it made me feel happy, I thought: â€Å"Im not such a bad writer. † and the truth is that I was not too bad, I was just a beginner. Feeling insecure about something new was absolutely natural, it was the first time. The way that happened with my reading skills, I had to practice, but the difference is that there was not someone to be my support. This happens very often in the maturation of writing skills; a lack of support. The writers learn by themselves to enjoy and improve their writing. Professors can explain to you the grammatical rules but they will not teach how to write, what I mean is: Does someone teaches you to think? No. The same thing is with writing, no one really teaches you. When we read the magic comes out from someone else’s creation, but when we write the magic is supposed to come out of us. However we do not trust enough in our capacity, even if we are capable. I was feeling uncertain writing my first story, not only because it was new, also because I realized that I did not know how to write by myself, writing summaries or homework is an easy thing. Writing something original, something born in your mind; a product of your creative thought, is not simple. Reading a book is as simple as saying the ABC’s, but writing one can take years to develop. Failure was my fear in that moment, I hadnt the help of somebody telling me what to do; I was on my own. Step 1: Know the Essay Requirements Before your start writing a single word, you should be familiar with the essay prompt.Each college or scholarship will have different requirements for their essay, so make sure you read these carefully and understand them. Specific things to pay attention to include: Length requirement Application deadline The main purpose or focus of the essay If the essay should follow a specific structure Below are three real community service essay prompts. Read through them and notice how much they varyin terms of length, detail, and what information the writer should include. Step 1: Hook Your Reader In You want the person reading your essay to be interested, so your first sentence should hook them in and entice them to read more.A good way to do this is to start in the middle of the action. Your first sentence could describe you helping build a house, releasing a rescued animal back to the wild, watching a student you tutored read a book on their own, or something else that quickly gets the reader interested.This will help set your essay apart and make it more memorable. Compare these two opening sentences: "I have volunteered at the Wishbone Pet Shelter for three years." "The moment I saw the starving, mud-splattered puppy brought into the shelter with its tail between its legs, I knew I'd do whatever I could to save it." The first sentence is a very general, bland statement. The majority of community service essays probably begin a lot like it, but it gives the reader little information and does nothing to draw them in. On the other hand, the second sentence begins immediately with action and helps persuade the reader to keep reading so they can learn what happened to the dog. Step 2: Discuss the Work You Did Once you’ve hooked your reader in with your first sentence, tell them about your community service experiences.State where you work, when you began working, how much time you’ve spent there, and what your main duties include.This will help the reader quickly put the rest of the essay in context and understand the basics of your community service work. Not including basic details about your community service could leave your reader confused. Step 3: Include Specific Details It’s the details of your community service that make your experience unique and memorable, so go into the specifics of what you did.For example, don’t just say you volunteered at a nursing home; talk about reading Mrs. Johnson her favorite book, watching Mr. Scott win at bingo, and seeing the residents play games with their grandchildren at the family day you organized.Try to include specific activities, moments, and people in your essay.Having details like these let the readers really understand what work you did and how it differs from other volunteer experiences. Compare these two passages: "For my volunteer work, I tutored children at a local elementary school. I helped them improve their math skills and become more confident students." "As a volunteer at York Elementary School, I worked one-on-one with second and third graders who struggled with their math skills, particularly addition, subtraction, and fractions. As part of my work, I would create practice problems and quizzes and try to connect math to the students' interests. One of my favorite memories was when Sara, a student I had been working with for several weeks, told me that she enjoyed the math problems I had created about a girl buying and selling horses so much that she asked to help me create math problems for other students." The first passage only gives basic information about the work done by the volunteer; there is very little detail included, and no evidence is given to support her claims. How did she help students improve their math skills? How did she know they were becoming more confident? The second passage is much more detailed. It recounts a specific story and explains more fully what kind of work the volunteer did, as well as a specific instance of a student becoming more confident with her math skills. Providing more detail in your essay helps support your claimsas well as make your essay more memorable and unique. Step 4: Show Your Personality It would be very hard to get a scholarship or place at a school if none of your readers felt like they knew much about you after finishing your essay, so make sure that your essay shows your personality.The way to do this is to state your personal strengths, then provide examples to support your claims.Take some time to think about which parts of your personality you would like your essay to highlight, then write about specific examples to show this. Examples: If you want to show that you’re a motivated leader, describe a time when you organized an event or supervised other volunteers. If you want to show your teamwork skills, write about a time you helped a group of people work together better. If you want to show that you’re a compassionate animal lover, write about taking care of neglected shelter animals and helping each of them find homes. Step 5: State What You Accomplished After you have described your community service and given specific examples of your work, you want to begin to wrap your essay up by stating your accomplishments.What was the impact of your community service? Did you build a house for a family to move into? Help students improve their reading skills? Clean up a local park?Make sure the impact of your work is clear; don’t be worried about bragging here. If you can include specific numbers, that will also strengthen your essay.Saying â€Å"I delivered meals to 24 home-bound senior citizens† is a stronger example than just saying â€Å"I delivered meals to lots of senior citizens." Also be sure to explain why your work matters. Why is what you did important?Did it provide more parks for kids to play in? Help students get better grades? Give people medical care who would otherwise not have gotten it?This is an important part of your essay, so make sure to go into enough detail that your readers will know exactly what you accomplished and how it helped your community. Compare these two passages: "My biggest accomplishment during my community service was helping to organize a family event at the retirement home. The children and grandchildren of many residents attended, and they all enjoyed playing games and watching movies together." "The community service accomplishment that I'm most proud of is the work I did to help organize the First Annual Family Fun Day at the retirement home. My job was to design and organize fun activities that senior citizens and their younger relatives could enjoy. The event lasted eight hours and included ten different games, two performances, and a movie screening with popcorn. Almost 200 residents and family members attended throughout the day. This event was important because it provided an opportunity for senior citizens to connect with their family members in a way they aren't often able to. It also made the retirement home seem more fun and enjoyable to children, and we have seen an increase in the number of kids coming to visit their grandparents since the event." The second passage is stronger for a variety of reasons. First, it goes into much more detail about the work the volunteer did. The first passage only states that she helped "organize a family event." That really doesn't tell readers much about her work or what her responsibilities were. The second passage is much clearer; her job was to "design and organize fun activities." The second passage also explains the event in more depth. A family day can be many things; remember that your readers are likely not familiar with what you're talking about, so details help them get a clearer picture. Lastly, the second passage makes the importance of the event clear: it helped residents connect with younger family members, and it helped retirement homes seem less intimidating to children, so now some residents see their grand kids more often. Step 6: Discuss What You Learned One of the final things toinclude in your essay should be the impact that your community service had on you.You can discuss skills you learned, such as carpentry, public speaking, animal care, or another skill. You can also talk about how you changed personally. Are you more patient now? More understanding of others? Do you have a better idea of the type of career you want?Go into depth about this, but be honest. Don’t say your community service changed your life if it didn’t because trite statements won’t impress readers. In order to support your statements, provide more examples. If you say you’re more patient now, how do you know this? Do you get less frustrated while playing with your younger siblings? Are you more willing to help group partners who are struggling with their part of the work? You’ve probably noticed by now that including specific examples and details is one of the best ways to create a strong and believable essay. Compare these two passages: "As a result of my community service, I learned a lot about building houses and became a more mature person." "As a result of my community service, I gained hands-on experience in construction. I learned how to read blueprints, use a hammer and nails, and begin constructing the foundation of a two-bedroom house. Working on the house could be challenging at times, but it taught me to appreciate the value of hard work and be more willing to pitch in when I see someone needs help. My dad has just started building a shed in our backyard, and I offered to help him with it because I know from my community service how much work it is. I also appreciate my own house more, and I know how lucky I am to have a roof over my head." The second passage is more impressive and memorablebecause it describes the skills the writer learned in more detailand recounts a specific story that supports her claim that her community service changed her and made her more helpful. The second passage takes each point made in the first passage and expands upon it. In a few sentences, the second passage is able to clearly convey what work the volunteer did, how she changed, and how her volunteer work benefited her community. She also ends her essay discussing her future and how she'd like to continue her community service, which is a good way to wrap things up because it shows your readers that you are committed to community service for the long-term.
